According to Kev in Rifter #48, if you don't have the skill you can't attempt it - period. On the site I play on, Rifter material is not considered canon. If it isn't in an actual book, we don't use it. Period. The reason being that the Rifters are fan submitted material, not canon Palladium source...

Can a character use a skill he doesn't have? Of course the obvious answer is no, but are there formal rules for it? What do you need a meta-plot for anyway? A creative GM worth his salt will come up with one on his own. There are plenty of factions in these modern times to fuel many adventures and game sessions, if one would just watch the news and imagine perhaps what is going on behind closed doors, or in cover...

Yeah, probably not. I have no idea. And the rest of the book was cool. Just saying that when I saw that my first thought was "Rifts Death Star, Yawn." But the nice thing about role playing games is that I don't have to use it. So in my little corner of the megaverse, they simply won't exist.

Is it me or are the planet ships or whatever they are called in PW seem like a cheap death star rip off? Talk about unoriginal. I'm surprised Lucasfilms didn't sue Palladium for copyright infringement.

That being said, how long would it take an operator to perform this upgrade? Are there upgrade time guidelines in any book? I can see two answer to the natural bio-regen. 1) They have a bald spot till the hair slowly re-grows. 2) They being has a natural hair length and the Nat. Some RCCs can take OCCs. I might have over looked it in the books somewear, but I can not find the rule for this. Do you make the RCC then add the OCC to the RCC?
