I'll have to double check to be sure, but I believe that HUII Hardware: Weapons Expert characters get W.P.Sharpshooting, a skill which HU Revised Characters did not have.
I allow the skill Sniper to be used with Crossbows as well.

Penetration value for e-weapons might not be a bad idea: I'd want to work out some details in execution, but I'd be willing to try it. That's actually one of the things I like about HU is that the characters are not planet busters.
