In the Rifts China Book with all the newer martial arts, in that section, it says that all characters have two attacks without any hand to hand training. So with hand to hand expert you would have a total of four. Check the Rifts China book for the specifics.

I'd go with the CS. Life is just much easier without any grey areas. Just kill everything that isn't human. I would be totally incapable of trusting something inhuman and supernatural, so the CS just seems logical for me.

You could just use the Naruni sniper rifle on page 54 of Phase World Source Book. 6,000' range and 100MD max damage for 80 grand. Or if you're rolling in the dough, use an anti tank laser rifle. It won't go as far, but it does alot of damage.

What's to stop a high level magic user (that is willing to sacrifice himself), from using Ensorcel/deathword? Or Emperor Prosek from blanketing Atlantis with Nukes (it actually mentioned that in an older book).

So it seems that people tend to divide their time between multiple characters, in either multiple groups or under multiple GMs. Hmm. I tend to just play one PC every week until I was bored with it. Maybe that's why they got to level 10 in less than a year.

Level 10 Elf Fire/Air Warlock. He was my first character and is Diabolic. He got some valuable stuff off of one of the PCs in his first mission by shooting him in the back. Yes! The first thing I did in Rifts was kill another PC. At the time though I didn't know it was one of the PCs.

Openrpg is a good system to use for online Rifts. I've used it before and never had any problems with it. Go to openrpg.com get the 2 python programs and then the openrpg one. It has the chat, a whiteboard, and a dice roller.

I'd allow multiple martial arts. They just cost OCC related skills and not secondary skills. 1 for HTH basic, 2 for HTH expert, and 3 for HTH Assassin or Martial arts.

I do the same thing. PP bonuses should count for strike bonuses for ranged weapons. It equals out anyways. The attacker gets more bonuses to strike and the defender gets more to dodge. But using these bonuses and ignoring the -10 rule reflects character's agility and hand-eye coordination.

Well, the hatchling dragon in my group was diabolic too. The Burster was anarchist, and the Apok was Scrupulous. Almost all the characters I've run since then aren't diabolic. They're miscreant, with a few being anarchist.
