The Temporal classes are not Mystics or any class specifically mentioned that cannot learn spells beyond those learned per level therefore they can learn spells at any time.
Simple as that. Anything else is a house rule.

Yes but be careful if the players try to teach other class specific magic. For example Temporal magic is a closely guarded secret. Any player who taught another class a temporal spell or any character who learned such spells would be marked for death if it becomes known.

Simultaneous Attack is not a defensive action it's an attack.
It's right there in the name. Therefore you have to use it when it's your turn to attack.
You don't get to be attacked and then call simultaneous attack and in effect negate initiative.

Magical effects are doubled the same as for spells but damage from the weapon its self are not.
i.e. a cut from a blade still does the same damage but the fireball it shoots is doubled.

If your regenerative power is good enough to replace lost limbs it will reject any implants and you can't get them.
Anything less than that and implant away.
