Quick glance at Powers 2 and HU2... Use the powers chart from the Immortal category, all categories of immortal derive their abilities from that chart. If you have access to the HU GMG, try pages 22-23. It lists a quick roll-up for thugs, low level enforcers, and various ruffian types. They would fit the bill of what you are after.

If you are trying to be decreet about the pact. Notes back and forth from the player and the Gm has worked for me. Other players tend to see this as scheming so be careful. Sidebars, taking said player aside for a short while, work. I tend to use this when people need a bathroom break or a food run....

Personally, I would give it to him. Some of the guild services for a thief would make use of this skill. The thief is something of a low level assasin, if they have guild backing.
