IMO phase tech has few limitation:
- Price (and aviability)
- Stopped by magic (might damage it, but not always. )
- Stopped by force fields (but damages them)
Otherwise, almost anything can go - for a price. Or just
for prometheans.
In the case of the OP field (Star Ghost, D-Shift ghost,
personal OP field), the subject is invisible and untetectable
even with the "See invisible" spell - this must have been
a key factor in the demise of those Splugorths.
Most probably presence sense will not reveal, either.
The question is, that can a temporal class detect it...

The Spell "See the Invisible" doesn't work on the Person affected by the Dimensional Shift Power merely because the Charcter is not there.
The Spell only makes visible what is...and if you're in another Dimension, there's simply nothing 'here' to see.
If the Magic/Psionic/Tech Power, or the Supernatural Being for that matter, is SPECIFICALLY said to be able to see Entities in other Dimensions, then you'd be seen...in that other Location that you're currently in.
Zurvan (Rifts: Pantheons of the Megaverse) is perhaps the best example.
He sees in both the 3-D and 4-D Dimensions simultaneously, AND as a 4-D Being, most of the rest of the entire Megaverse (including his sons Ahura Mazda and Ahriman who don't even seem to be aware that this guy exists) doesn't even know he's there!!!!
