Some advanced human civilization that has sinced fallen from grace, its remnants scattered across the cosmos, eventually becoming the Three Galaxies' human civilizations as we know them today.

What their ancient ancestors did is completely and irrevocably lost on them, as they babble about the mythical "First."

That's my guess.

The Second race then :D

or even later on.

going by the discritptions of the First era and the First and the Dominators, it seems as if entire races of Godlike beings strode the stars--I would imagine that any of them would be theoretically capable of it.

Wait a sec...

What if the Cosmic Forge is Center?

A little far fetched? Maybe.

But the thing is indestructable, freakin' huge and even has ley line activity on some of the levels. Possibly, could Center be a giant rune like device, the city space of which was created to house the attendants that watched over the device?

Wierd...but hey, you never know.

nah. The Second Race built the ruins on Ghenhey (UWW, Fleets of the Three Galaxies), but Center is older still.

I belive that Center was built at the end of the universe (or at least the end of the Three Galaxies) and is moving backwards through time. So, in effect, it hasn't been built yet, but is racing to catch up with the moment of its construction.

My personal theory is that the Cosmic Forge is disguised as the Three Galaxies, and we are all just living inside of it. But even so, Center could have something to do with it...

Isn't it interesting that Phase Worlds city and the City of Brass were both created by an advanced race that disapeared??

I've always considered Center to be the Forge in my games.
The only major structure ona planet, the system of just as old satellites that have some how maintained orbit for countless milenia. It sounds like a weapons when you step back and imagine the setup.
The Forge was built to be a weapon of immense power.

However the really important bits are out of phase with the rest of the multiverse, so we see a shell of a "building" meanwhile the Forge continues it's work unmolested making Cosmo Knights and what-not.

Maybe that's what the 2nd Stage Prometheans can access and why they become so distant, they are in tune with the Forge and see that direct interference brings chaos, yet they cannot stand idly by, so they help the Forge with it's work.

As I said, the important stuff isn't in phase with the city we know. The shell that almost everyone knows as Center is in phase with both (we are talking about a device that can snuff out entire civilizations)

Where better to hide it than in plain sight?

Certainly. I've figured it to have a very narrow window of opportunity.

Keep in mind that this is mostly in the conceptual phase right now. There would be many more steps to actually finding the place, figuring out the Center/compass thing just being one of the early ones.
