I still just don't think Splicers (without changing the plague a lot) is worth trying to integrate with any other setting....it's just a headache waiting to happen.

That is your opinion Marrowlight. I think a good and skilled GM can intrigrate any of palladiums wide rangin books into a cohesive game. I know I've done it many times before and I'll do it when my Rift's game picks up again in a few weeks. (I've been on a sabatical from gaming for almost 6 months. I needed a break since I've been the primary GM for at least 3 or 4 groups for about 4 years.)

By changing things, sure. If you're going to tell me you successfully integrated the splicer plague as written into Rifts Earth, I'm gonna need a lot more than a proclamation of skill.
Unless by integrate you meant "killed most of the established powers and just moved the Splicer folks on to Rifts Earth"
And a self clarifiction -- integrating Splicers with some settings is fine, and even doable. They'd go well in Systems Failure and Palladium Fantasy.
But in a place like Phase World? With Machine People and starships and what not? Just a disaster waiting to happen once the plague gets going. It doesn't add to an existing story, it just replaces it.

my previous group had Splicers/ Nightbane successfully intergrated onto the Palladium Fantasy world.

That's true, but so what? The question is not "Does this let me tell the same story I've been telling?" but "Does this let me tell a good story that my players will enjoy exploring?"
That's up to your players....and which game you started with. As a player, if I went from a Phase World game to a Splicers in Phase World game I wouldn't enjoy it, but if I went from a Splicers game to a Splicers game where I'm trapped on a new and different planet I would enjoy it.
Anyway, that's my piece and I'll move on now -- sorry for turning your question into a direction you prolly didn't intend. I'll let everyone else take over from here.

Eh? Assuming that you've got a non-metal ship, I see no problem whatsoever with fully integrating Splicers into Phase World.
EDIT: According to the conversion notes, vehicles are not affected if touched by persons infected with the plague. So unless the ship itself was infected, it wouldn't matter.

And once the powers be find out about the virus they'll cordin off the planet. The powers the be will prevent any contact with the powers on the surface. They'd station a fleet secretly there. That is one time that the TGE, CCW and the UWW would work together.
And I do have it intergrated into my Phase World campaign. My players have yet to visit the system. I also have some of the splicers out a midst the 3 G's population. And I would have no qualm about letting my players play one either. I know I could handle it.

I agree with Marrowlight that the Plague would have to change in order to integrate Splicers OCCs with other games UNLESS you want the story to be about the Spread of the Plague and the implications that would have for the rest of the Galaxies.
If a Splicer OCC wandered into a Rift and the Plague didn't come with him (because you don't want the plague part of your story) and he found himself somewhere else with no way to get home, the problem for most would the nutrient bath necessary to keep his biotech gear alive. If you assume that Phase World tech could easily reproduce the nutrient bath, then the PC would just have pay for the biojuice bath and take some downtime every two weeks.
However, without seeing every OCC from every book, it is hard to determine whether Splicer OCCs are too powerful in comparison to other characters. Also, PCs who leave the Splicer world will have a problem getting new upgrades to their Host Armors UNLESS the GM decides that the HA has its own DNA memory and will grow and develop as the PC wishes.
Even if the Splicers are too powerful in comparison to Phase Worlders or Rifts OCCs being used in your game, it would be easy enough to nerf some of the Splicer OCC power and you could explain the nerfing as the byproduct of using the non-Splicer nutrient baths.
I was thinking about a Splicers / Nightbane crossover as well and I would just turn MDC into SDC and just stroll along on our merry way.

Ah, forgot about that However, at the end of the day, the nano-bots ability to self-replicate and spread really depends on the story you want to tell. If you do want to do Phase World vs. the Plague you could easily make them a spreading disaster where now several Splicer style worlds exist under heavy quarantine.

Maybe the Necron are the source. But until it's officially declared by Palladium, it'll be up to each individual GMs.
