Anything with monsters. The weirder the better to represent the strange bio-oddities of Gaia's private domains.
Also, the Mechanoid Invasion book could be much fun if you wanted to add more robotic threats to the Machine's arsenal.
Splicers makes a great Phase World supplement. You can easily use the procedure for building a Host Armor to instead build all sorts of bizarre biological alien enemies.
If you don't play Splicers ever , the book is still quite useful for sprinkling biological threats or robotic threats into your other Palladium games. Imagine a planet where the Machine won and now looked toward space for future conquest. That would make a cool Phase World meets Terminator campaign.

Agreed, I found that you can make some truly unique alien\bio-genetic characters with the armor construction rules.
On Topic: If you ever get the chance to read the "Warriors of Plasm" comic series, do so, its all about a civilization that uses bio-engineering in all aspects of life.

The two "Dinosaur Swamp" sourcebooks for Rifts might as well be the "Handbook of the Preserves".
All sorts of weird dinosaur and dino-like creatures, even more bizarre plants and foliage, and some great rules for handling diseases and environmental effects. Well worth the money; as soon as I read them I immediately thought of Splicers.

As I haven't delved into it yet, I can't be certain, but ATB2 seems like it could add a whole slew of abilites for the host armors and biotics. Combine with that, the eugenics section from PU2.
SB1 (and I'm sure the new ultimate edition of it) and the bionics sourcebook would help immensely when designing new (prototype?) bots for the machine.
