Not as a general class of object. There are, IIRC, a few scattered wands in Palladium fantasy products, but nothing in print as a general class of object.

For wands that make do with charges, use the Taismon spell to make them.

Then you need to be calling it a 'focus'. You can find such optional rule in two of the rifters, One in the mystical advantages/disadvantages tables that expand on the tables in TtGD, and the other in the rules dealing with char specilizations, in the magic section. However, I don't recall exactly which two off the top of my head.
