Depends, if that person is a psychic and is using intuitive combat, then yes, he could.

Basically, it all depends on what else is happening.

unless the character can't be suprised or has noticed the melded enemy for some reason then no. Suprise attacks are just that....SUPRISE! Its your birthday :thwak:

Juicer would be able to because of juicer special skills. Psychic with precognition might get to from the early warning. Intuitive combat would be able to due to special ability.

Anybody else is pretty much snuck.

Thought I remembered crazies not getting autododge against surprise attacks, seems I was wrong (checked book). Add them to the list that isn't snuck, the rest of the world is still screwed though.

What attack are you using from the shadows? Or are you stepping out of the shadows, and into physical form to begin your attack?

if it is Shadow Meld the superpower, I don't think thermal optics would work. This is ambiguous, as there is a superpower called this and a Nightbane talent.

R:UE gives em all kinds of nifty skills. They may even have had the enhanced autododge before then but I've been too lazy to do a line by line comparison of all the OCCs.
