You are correct.
In both the RMB and RUE and I think the GMG, they have step-by-step examples of a combat round in the combat section of the book. Its also where they answer some FAQ's on combat.

For more examples I would visit some Rifts fansites and play-by-post sites. They would have rundowns of their latest games and you could see what a normal combat looks like.
