I re-read the rules for perception in Nightbane (main book pg 66) they explain this detail...basically treat opposed rolls as a combat check high roll wins; skills percentages offer a +1 to the roll for every 15% of proficiency....so a skill of 70% offers up a +4 on the opposed check...

That's why I use a D30 myself for this very function. And believe me you, it's a lot easier to pop a 30 on that than it is to roll an 18 on 3D6 (1:216 odds there). My advice to you is to pick two or three of them up next time you go to the game store, (and barring that they're easy enough to find online).
