I have been happy with the old AD&D style dual-classing concept for both OCC/OCC and RCC /OCC pairings. Personally, I am pretty fine with just saying NO to multiclassing and if I agree that somebody's character is too weak then I pump up their class or chop 10% off their neeeded XP so they can level faster.
MULTICLASS RULE ZERO
If this is going to be a short campaign arc (say 10 sessions or less), then there is NO multiclassing. Ixnay!
ATTRIBUTE SCORES
Non-Human RCC stats take precedence over OCC stats. AKA, if your race gives you 2D6+8 STR and your OCC is just 3D6, you get your 2D6+8 which is nice, but if your race has 2D4 ME, then you can't grab your OCC's 3D6 ME instead.
MAX CLASSES
You may have two classes at maximum. Human is considered a freebie.
Thus you could have RCC + OCC or OCC + OCC.
SKILLS
Look at the OCC / RCC and determine who gets less secondary skills. You get that classes base skills and you need to use that number of secondary skills to "buy" the OCC skills for the other class. Additional skills are earned by level as normal. However "level" is not determined by adding the levels of the two classes. Each class progresses normally as if you had two characters.
XP
You now have 2 XP charts to watch. You divide all XP earned in half and divvy it up between the two charts.
SPECIAL ABILITIES
Ask your GM. This is such an individual case by case basis that the GM should decide on whether to give the abilities up front or make the character earn them as they increase in level.

Ive been considering a rule that to multiclass into a new OCC you need to have all the new classes OCC skills prior to gaining that class. So, you cant just randomly multiclass into a non-related class, only one you already have the background for.
This seems really harsh though.
For multi-classing I do something similar to what was in the first post of the thread, but they can't just declare they are going to become a Warlock or what ever, they have to roleplay out the proccess. For an experienced character I say it takes about six months of training from someone who already posseses the O.C.C. before they offically gain the class, I may allow this to be cut to four months of intense boot camp style training.
