You can download free PDFs with hexes printed on them at different sizes.
A search engine with "hex paper" should find you some, I think.

You can also try Mapmage.com, they have a building designer but it probably wont be good enough for Rifts use.
Ever since Shadowrun got popular tons of people have been looking online for random building and street generators. The few you can find generally arent made for RPG's and dont do much.
Its usually easier to take city maps and building plans from real life and find some way to implement them in your game.
