Is not an issue for us; we don't have lucky rollers, bad or good.

Here is a point buy system I came up with.

All attributes start at base 10. (Based all rolls are 3d6 for each Attribute. See below for others.)
IQ, ME, MA, PS, PP, PE, PB, SPD.
40 Points to spend as follows.
11-15 costs 1 point ea
16 costs 2
17 costs 4
18 costs 6
You must spend all cost to get one attribute to 18. EX: costs 5 for a score of 15 + 2 for 16 + 4 for 17 and +6 for 18 for a total point cost of 17. No score can be higher than 18. After this is done, for each 16 you get +1 bonus, for each 17 a +2 bonus, and each 18 +3 bonus. Add these up; this is your bonus pool. (This replaces rolling and additional 1d6 for 16 or higher attributes.) You can spend them on any stat 16 or higher to increase that attribute. Must use all at character creation or loose them.
This will allow 2 scores at 18 if spent that way. If you feel this is too much, adjust the base of 40 points or the number of bonus points you get for stats 16 or higher.
IQ 15 (40-5=35); ME 16 (35-7=28 ); MA 17 (28-9=19); PS 18 (19 –17=2), PP 10 (2-0=2); PB 10 (2-0=2); SPD 12 (2-2=0).
For my bonus pool I have one 16, 17 and 18 which = 1+2+3=6 total. Now I can spend these on any attribute 16 or over. I increase my PS by +2 = Final PS of 20. I spend 3 on MA making it 20. I spend one on ME making it 17. So, final attributes are:
IQ 15; ME 17; MA 20; PS 20; PP 10 ; PB 10 ; SPD 12.
Adjustments for Attributes with more or less d6's rolled.

5d6=14
etc........

How do you handle races such as elfs who can roll 5D6 for an attribute? They have a higher starting attribute or something like that?
I would adjust the base Point Buy for various races. I think that should work. Thanks for the FB, Big Bob..............

roll a 16 or higher you get to roll another D6... i have decided that for now on you can only get the extra die roll only if you roll three 6s. (the rule for 2D6 stats stays the same).
as for a point spread for races.. i would set up a minimum and a maximum number for the attributes; like the lowest an elf's PB can be is 10 (technically 5).

I had a GM once who made 3 1's give you 20, or something like that, to help negate bad luck, even make it more useful. So you could do that, it'd be completly arbitrary but it could be fun, like 1,23, gives you 24 (no further bonus roles). Just a thought.
