I like the basic idea...but to take a page from Mr. Hall...why not start the base Psi Str at 12... majors get a +1, masters get a +2 and then go from there?

My house rule regarding psychic strength is a bit different. A 1st level PCC has a Power Strength of 12; a non-PCC major psychic has an 11, and a non-PCC minor has a 10. The PCCs gain Power Strength on a regular schedule, just like wizards gain spell strength. The non PCCs don't, or gain it incredibly slowly.
Incidentally, I also have non-class psychic powers cost skills, instead of being freebies you roll for.

1 skill per power after that.
After 3 minor powers, you have the option to become a major psychic for another skill, at which point you can start learning super powers, at 2 skills a pop. You can use secondary skills if you like; secondary skills tend to round out your capabilities, and so sacrificing them costs you.
