If they don't have WP Vehical mounted weapons nor Weapons systems it would be the strait die roll becasue they would be shooting wild.
May you be blessed with the ability to change course when you are off the mark.
Each question should be give the canon answer 1st, then you can proclaim your house rules.

They only get negatives if they don't have a WP for the weapon. But if the weapon is integrated into the vehicle then they might not be even able to activate the weapon.

The modern weapon rules are for all modern weapons, even if they are vehical mounted, not just small arms.

Use to be that you had to have the Weapon Systems skill to use vehicle mounted weapons, but RUE expanded this into WP Heavy Energy as well.

Check out the skill Combat Driving on page 318 of RUE. This gives some more options, but for whatever reason Palladium didn't bother to re-print their vehicle combat rules. You can find this on page 83 of Heroes Unlimited 2nd Edition.
