It is a megaversal system, its just that when MDC is inappoprate its is not in that world.

Yep it is funny that each Setting in the PB System has its own little tweeks, that make them just slightly different then the others. Which reminds me of a old quote...

What I'm saying is that they do share a SYSTEM, even if the "tweeks" don't directly translate very well. *grumbles about how RC&RC2, and BTS2's tweeks take them ever further out than most*
But this is about which set of "tweeks" do you like the best. And I will say that I would start with the HU2 "tweeks". The ones I would eliminate would be those from BTS2's PSI tweeks and the Tweeks to Chi in RChina & RChina2.

Yeah. And except for the bit where the rules just aren't geared to emulate some genres very well at all. Works just fine as an AD&D knockoff for fantasy dungeon crawls, but the rules are far too clunky for the improvised heroics of a supers game like Heroes Unlimited, and scale rather badly so that high-powered games like Nightbane get bogged down in zillions of dice.
Oh and except for the bit where MDC in Rifts is an out of control abomination that makes no sense at all.

yeah, part of me agrees with you, especially since many books just lumped lots and lots of MD on creatures and items, while the damage dice stayed low, although that's slowly changing.
it got to the point where SDC weapons are ignored for the most part in a MD setting.
It was at that point from the very first book, since pretty much every OCC in the entire history of Rifts has started with MDC armor and weapons, and virtually every evil critter ever written has been a natural MDC critter.
Seriously, I dunno what crack they were thinking when they decided "let's make body armor and small arms mega-damage!". MDC made sense in Robotech. It reflected a genre convention where giant asskicking robots made from super-advanced technology can shrug off conventional 20th century weapons, and the firepower they're packing can devastate everything on a whole other level of magnitude. But in Rifts they screwed up. They created a setting where dinky little laser pistols pack more punch than LAWs or heavy machineguns for no reason. They created a setting where a guy in some of the game's cheapest body armor (like, say Plastic Man) requires as much firepower to be killed as a small 20th century warship. Not that that's a serious problem for the locals, since the average Rifts Earth infantryman is packing a laser rifle that can punch a whole clean through one side of a battleship and out the other in a single shot.
Which'd be great if it actually added anything to the game's style, but all it did was make no sense whatsoever and create a game where SDC and Hit Points became entirely obsolete.

I sort of do that now, taking some here, subtracting there, altering this, etc. I usually let gamers make any character from any Palladium book old to new. I adjust things according to the world the campaign takes place in. Be it Palladuim Fantasy, Phase World, Anvil Galaxy, Rifts, TMNT, HU, etc. If SDC needs to become MDC or vice-versa, I adjust it. If the skills or skills packages need tweaking, I do that. Etc......etc....etc.
So, my basis is all Palladium Books ever made and adjust the stuff in them as needed to meet the campaign requirements.
