You mean the guys mentioned in the write up for the alien cyborg in Mercs?

Yeah, that is the only Rifts-based group I'm aware of. There is also the Machine from Splicers, but I think that's only tageting humans, not all biological life-forms.

Might you be referring to the Mechanoids, from Rifts Sourcebook 2?

Yeah, and he stated "not the mechs" I think he meant the mechanoids.

That would be Manhunters, but those robots were only seeking to "contain" humans, not kill them outright. Although it was hinted that they could evolve their programing to kill humans if containment never worked.
