Additionally, the rules on how you went about learning an additional style (after generation) were never clear.
So, in spite of the presentation of Skill Costs, as stated in years, there was nothing printed about actually getting a new style.

ok so what year of reprint ? does the 3 ma turn into 2 ma?

As of the Revised Edition, all DMAs got two martial arts, while Worldlys got one.
The character sheet was never updated, nor was the set of guidelines for combining with Heroes Unlimited.

Also why exclusive martial arts are now limited the dedicated MA only.

It is generally believed that Exclusive styles were going to "cost" two selections, and as such, only DMAs would be able to select them in the first place.

After Mystic China was released, there was a second O.C.C. that could select two styles, the Open-Hand Martial Artist. But the OHMA could not select any style that had weapons.

The revision to N&SS is lacking in many areas of execution.

Pretty much.
Big Kev felt the Martial Artist O.C.C.s were over-balanced, so they got cut-down somewhat (as did several of the Martial Arts, but that is a separate topic).

The WMA did get three free Physical Skills (guess which ones most people picked...SCUBA wasn't one of them), and an extra Martial Art Power from their pool of selections. The WMA also started with almost twice the SDC of the Gizmoteer (30, as opposed to 15 or 20).

The WMA also got to select a variety of Skill Programs, in addition to getting Basic Military right off the top, and I believe they could select One Program from Gizmoteers.

The revision pretty much boned the Wordly Martial Artist to where they are eclisped by all of the characters than can get access to all martial arts minus exclusive. Yes there are a few martial arts that should cost two forms and be limited to the dedicated, it is not enough to say that exclusive as a whole should be two forms.

How one qualifies Exclusive Styles is a whole 'nother discussion ( I agree, but let's tackle one problem at a time).
The Martial Artist that got screwed the worst of course was the DMA. For my own campaign, I have instituted small fixes, which enable the DMA to have access to Domestic skills, as well as Temple Skills, and other relevant skill selections, without giving them access to skills which have no bearing on a life dedicated to Martial Arts study.
The WMA wasn't messed up so badly, IF the formal Martial Arts were restricted from other (non-Martial Arts) O.C.C.s.
The inclusion of the HtH styles of Rifts Japan helped with this a lot because it was now possible for a character from HU BtS to have Jujutsu or Karate without also having Martial Arts Powers (which was a nice way to keep HtH Martial Arts from becoming the only other source of martial arts skill).
