Just because you can't get new skills by leveling up doesn't mean that you can't gain new skill through role playing. If there is a break between games where your characters are not going to be adventuring, then talk with your GM and tell them that your character would like to learn a new skill. Then you will both need to figure out where or how the character is going to learn the new skill and what their base % will be once the gaming starts back up.
Since your character is not likely to take another 6+ years out of their life between adventures to try a new apprenticeship, you may want to try to find some manuals and equipment to self train or find someone who is well trained/learned in the skill you seek to teach you. Either way, this will take both time and money.

If you access to an "original" set of TMNT&OS rules that used the (S) (HS) (C) & (M) skill categories you could always roll up a NPC/character with that edition and the original AtB supplement, and give them the "Teaching" skill which allowed them to teach any collegiate level skill they possess. That skill description is vague and it doesn't go into detail other than what I said.
Another option is in the Rifts Conversion Book One. I have a PC that I've had for years and when Rifts first came out I wanted to import him to Rifts. The Conversion book has a system for giving players new skills to adapt to their new dimension. But now, I abhor Rifts so I only bring this option up to show that it is possible to get new skills within the confines of the rules.
I prefer the teaching method myself, I don't really like the idea of automatically getting new skills once a character reaches a new level. Their should be a sacrifice of time, energy, and resources to accumulate new skills. Some RPGs have it so that you can get as many skills as you can within the confines of age and attending learning institutions...sure, you may have a dozen doctorates but you're 70 years old and not about to run off and fight the EoH. But at the same time, I understand that someone should be able to have a continuing education whether it's through trade schools, vocational schools, colleges, tutoring, etc. But it has to be carefully monitored so as not to allow someone to make their character omniscient like we find in Rifts.
