I'm pretty sure this is an issue we've had before. Except in the last thread it was more complicated, like what if the archer decides to start swtiching between bow and sword in the middle of a round.
I think we actually got an official ruling on it. Does anyone think they can find the old thread?
Searching for stuff like this is a real pain in the butt.

OK, according to this, rate of fire REPLACES attacks per melee.

Its set in Palladium Fantasy, but I think the rule for archery is equal in all systems.

Either way you slice it, you can do an amazing number of things per round once you get up there in levels, but I think thats the way it should be. In the SDC settings, you dont normally get much more SDC as you gain experience, and the HP increase isnt normally very much.
In the Mega-Damage settings, your HP and SDC are normally useless, and power armor/vehicles, and body armor dont go up in MDC just because you gain a level.
The only thing that actually makes you more powerful is your attacks per round, and the relatively unimportant strike bonuses.

meh, i'd run it as one action to prep the arrow, another one to fire. so the typical archer is doing 2 arrows per melee, with "downtime" between where they can't really fight back. plus it allows you to more easily fit in the called and aimed shot action costs.
and as the archer gets higher in level, he can get off additional arrows. since most historical archers seem to have been highly trained (read, higher level), it work decently well.

Using 12 that’s 60 sec/12 = 1 shot/5sec = 3 shots in a 15 sec melee.
Starting out with 2 shots per melee at 1st level is not bad.

"The best longbows were made of yew. The staves were cut in winter when no sap was running, from the junction of the inner heartwood and the outer sapwood. The staves were seasoned and worked on gradually over a period of three to four years. Today only six longbows survive, none from the "golden age" and sources do not agree on the dimensions. Most give the length as about 70in. with a drawing pull of 75-100lbs. The arrows were between 27-36in. long. A trained archer could shoot 12 arrows a minute, but some sources say that the most skilled archers could fire twice this number. The arrow could wound at 250 yards, kill at 100 yards and penetrate armor at 60 yards."
Using the doubled amount of arrows of a skilled archer of 24. That's 60sec/24 = 2.5sec per shot = 6 shots per melee round. The total of 10 shots @ lvl 14 is still better than the actual archers sited in these two posts of mine.

Yup. Usually arrows were stuck in the ground at feet of the archers for quicker loading.
My house rule is for every continuous concentration attack/action that archer spends aiming adds +1 to strike up max of +5. My players like this rule. If archer is attacked or concentration is broken, they loose any pluses to strike they have accumulated. Must start over.

I would agree with this as the best solution to your problem. now if he preps his arrows in front of him you could just make him roll a D20 or percentile to grap and prep with a certain difficulty to see if it takes an action or not. or just charge 1 action per grabbing and shooting the arrows.
