Seems pretty decent to me; wouldn't be overly worried about 5d6 when that guy over there with the JA12 is doing 1d6x10+10 at ranged, just for example. Zappers are a cool class

That depends; you've done the calculations and found it legit, but will you allow it?
And just to put this within context of other things for the game; the C-29 Hellfire does 1d6x10 (10d6), there is an NG rifle that does 2d4x10, and generally those Dee-Bee types with supernatural strength wielding exceptionally large vibro-blades can be doing 9-10d6 per sword (that is ofcourse you over-look the completely bunk rule of "either strength or weapon damage!").
So ask yourself; it is really worth while to deny this guy something he worked so hard to be effective at (and something he probably now loves about his character, meaning he will have a closer bond with and play said character better), something he finally got at 4th level; meanwhile mundanes like headhunters and borgs were more than capable of doing this from level 1?

I would absolutely allow this. I don't see what's wrong with it at all. At first level a Glitterboy can do 3D6x10 damage from 11,000ft away. I don't see why the Zapper shouldn't be able to do 10D6 in melee. Sounds fair to me and I would let him use the power he's gained. He earned it.
