As far as i know SDC only changes if the character gains some physical skills that add addtional SDC. As far as rifts goes there could be some sort of magic based or cyber based change, but nothing that is based on level.

If you don't get any skills that raise the SDC, then Yes, the SDC is Static after char creation. There are exceptions that prove the rule.
