The general consensus, because some MAs have multiple Chi multipliers, themselves, is that you cannot have more than 1 chi multiplier per level. I believe the rationale behind Tien Hsueh and Snake Style is that, while other MAs may have more multipliers, they are sometimes redundant (i.e. come on the same level); this combo allowed you to get the most of them.

Tyciol, your base Chi is equal to your PE, which will run from 3-24 without physical skills. Someone with a PE of 12 has a 24 when his Chi doubles; if it doubles again, he gets another 24.

The problem with using the minimum is that it's deceptive... a 3 is as unlikely on 3D6 as an 18. By sticking to a middle average, you get a clearer picture of what's possible.

For example, let's look at Isshin-Ryu. I don't have my books, but you don't list a Chi bonus from the form, just a bonus to PE. If Isshin-Ryu is your only form, and you have no physical skills, then you'd start with an 11 PE, and 11 Chi, based on an average roll of 3D6 being 10. When you hit your first Chi multiplier, it would go up to 22. Your next Chi multiplier (no idea if there is more than one) would send it to 44.
