Far be it from me to think Rifts made a mistake but is there a save vs. the HU power Negate Super Powers?

Does the power list a save against? I honestly don't remember. Not sure why it would be a mistake should there not be a save, though.

Since Rifts doesn't have the rule, you get to choose whether or not there's a saving throw because you're the GM.

IIRC, there's a general save for harmful powers that don't otherwise list one that's about 14 or so.
But I don't recall for certain so that could be mistaken.

HU2 Doesn't list a save however the person using the Negate Super Powers ability hase to concetrate in order to use it.
