To the best of my knowledge, Palladium does not allow for 3rd Party publication of materials related to their products. I always wished there were a place (like White Dwarf) that published 3rd Party material, and always felt that's one of the things that has held Palladium back.
I recall Gateways too, but I think that was a GURPs setting.
