I remember days like this when my father took me to the forest and we ate wild blueberries. More than 20 years ago. I was just a boy of four or five. The leaves were so dark and green then. The grass smelled sweet with the spring wind...For us, there is no spring. Just the wind that smells fresh before the storm.

While I am tempted to say 'Yes', I have run too many HU2 games to do so without a couple of clarifying points.
The biggest of which is, of course, that there will be louder sounds drowning out the sound of the comparatively subdued and muted heartbeat. The sound of moving air, distant traffic, bird calls, the target's own breathing, the character's own breathing and while on that subject the character's own heartbeat (which is closer than any target's would be).
In short yes, he can hear a person's heartbeat. Long version, he may not notice. Perception check pls.

Have you ever been thrown out of a Rifts game for being smarter than the Game Master?

Another thing to keep in mind is how calm the person you're listening for is.
Nervous or injured, their heartbeats are likely to be harder and faster. Seriously injured or very calm and their heartbeats are likely to be slower and fainter.
I've also seen somewhere (can't remember where, in a comic or tv show or movie) where someone with amplified hearing used it as a lie detector. When people lie their heart rate increases briefly.
It's not exact though, if you ask someone "did you kill Bob?" They might say no and their heartrate increases. Could be because they are lying, or they might be afraid that you're Bob's pissed-off-brother-who-already-thinks-he-knows-the-truth (wrongly) and that you're about to kill them.

Of course, a cyborg's heartbeat would likely be unaffected by lying. And some alien species might share this trait, as well.

Personally, I would think the cyborg would not be able to hear the heart. Mainly because the sound this heavy cyborg would prevent it. You have a character that gets heavy minus to prowl because of size, control, and sound. I don't think he would be able to hear it. If in heavy borg armor I would I think it would be impossible since it is impossible to prowl.
Or what I would say is the borg must make a prowl check to keep quiet, then someother check like perception(very high like 18 or higher I would think) or optic system skill.
