I found that wording to be clear as mud too,

I tend to think the 1b interpretation is right.

Individual GMs will vary and I have absolutely no idea what word from on high is.

I vote C. If you look at the comma placement in that sentence, it indicates one of the three. If the comma was placed as such: Weapon Skills: W.P. Bo Staff, W.P. Sai-Paired or W.P. Nunchaku-Paired. It would indicate that you would get bo staff but that you had to choose between Sai and Nunchaku.

So basically, out of the 3 choices, you have to choose one.

This is again, my best guess, but what I think it's trying to convey is:

If you take Te as a martial art form, you get the W.P. and Weapon Kata for Bo Staff and then your choice of W.P. and Kata for either paired sais or paired nunchakas.
However, I think it's fairly clear that the paired Kata and/or W.P. is specific to either nunchakas or sais and not just any weapon that the character happens to want to pick up and use two of.

I re-arranged your post to make it a little easier to answer.

Under the “Skills Included in Training" it lists “Weapon Skills: W.P. Bo Staff, W.P. Sai-Paired, or W.P. Nunchaku-Paired.”

What I am not clear on:

1. When a player selects their starting W.P. skills that were included in training, what was the intent?
1a. (Bo Staff and Sai-paired) or (Nunchaku-paired), pick one of the two groups?
1b. Bo Staff and then pick either Sai-paired or Nunchaku-paired?
1c. I am completely misunderstanding this and it is neither, 1a or 1b.

It's 1c. You pick one; either Bo, Sai, or Nunchaku. At least, that's the way it's worded.

On page 107 in the Ninjas & Superspies Revised Edition for TE Martial Arts it lists “Weapon Katas (Pick Two): W.P. Bo Staff, W.P. Sai-Paired, or W.P. Nunchaku-Paired, Paired Weapons.”

What I am not clear on:
2. What was the intent for how a player is to pick their Weapon Katas?
2a. Similar to 1a, is it (Bo Staff and Sai-Paired) or (Nunchaku-paired, Paired Weapons) select one of the two groups?
2b. If 2a is the case then is the door then open for a Worldly Martial Artist to pick up W.P. Paired Weapons from one of their skill programs and apply it to the TE form? In other words, if the player takes W.P. Paired from a Basic Skill program can they then use two battle axes in TE form if the Paired Weapon Kata is also selected?

Man, this got butchered from the original. It used to be a choice of Bo, Sai, Kama, Tonfa, or Nunchaku. But that doesn't answer your question, does it. The answer is this; you choose two from among Bo, Sai, Nunchaku, or Paired. And, yes, you could select Paired Axes. But, I'd select an asian style axe just to keep in theme.
