I found that wording to be clear as mud too,

I tend to think the 1b interpretation is right.

Individual GMs will vary and I have absolutely no idea what word from on high is.
This is indeed a disturbing universe.

I vote C. If you look at the comma placement in that sentence, it indicates one of the three. If the comma was placed as such: Weapon Skills: W.P. Bo Staff, W.P. Sai-Paired or W.P. Nunchaku-Paired. It would indicate that you would get bo staff but that you had to choose between Sai and Nunchaku.

So basically, out of the 3 choices, you have to choose one.

This is again, my best guess, but what I think it's trying to convey is:

If you take Te as a martial art form, you get the W.P. and Weapon Kata for Bo Staff and then your choice of W.P. and Kata for either paired sais or paired nunchakas.
However, I think it's fairly clear that the paired Kata and/or W.P. is specific to either nunchakas or sais and not just any weapon that the character happens to want to pick up and use two of.
This is indeed a disturbing universe.

I re-arranged your post to make it a little easier to answer.

Man, this got butchered from the original. It used to be a choice of Bo, Sai, Kama, Tonfa, or Nunchaku. But that doesn't answer your question, does it. :) The answer is this; you choose two from among Bo, Sai, Nunchaku, or Paired. And, yes, you could select Paired Axes. But, I'd select an asian style axe just to keep in theme.
