Rifter 23, CS Target Acquisition Group's.
A short, simple and too the point article that isn't overpowered or silly. It adds another aspect to playing the CS military above and beyond what is presented in the books as well.
Plus, the author asked me to play in his PBEM that he was starting, based on the article. That game lasted a few years, and was one of the best Rifts campaigns I've played in.

I have alot of favorite articles in the RiFTERS....and i dont think i can pick one as the most favorite, because there is alot of good work in there from people on the boards.

The one I liked the best occ is the Card Magic (not gambler magic in R9.5). It showed good creativeness.
Though the going mental article is one I use most.

A Cut Above was very good, but my favorite article is actually "Everybody was Kung Fu Fighting' from Rifter #3.
You may ask why.
I believe that the combat system of Rifts is too Shaw Brothers for it's own good. That article brings us up to the more modern age of how we see martial arts on film. Does it make characters slightly more powerful? Sure.
But considering that when Rifts was envisioned, no one envisioned a shaolin or kung fu or Jiu-jitsu dojo/kwoon/school in every couple towns, the way we live now, I think it's a much better approximation. Plus, it eats a lot of skills.
And, HTH Commando is still better.

Galactic Tracer Starship Creation rules Rifter 34
Why? Cause I like spaceships and rules to make them
Plus I've used them in a couple games and they work great. Rifter 34 was probably the only Rifter I ever carried consistently to my games.

First Place: Cyberjacking Across the Megaverse by Wayne Breaux, Issue #2. Many of the Palladium settings are mostly cyber-punk but lack many tropes of that sub-genre. This article fills a lot of those gaps, and it does so by relying upon the Palladium rules rather than supplementing them.
Second Place: Primorder by Robyn Stott, same issue. Primorder is still the most original world setting in the Megaverse even all these years later. It's different and different is good. This article is darn short for a dimension book, but it uses that space effectively. Several sourcebooks for the Three Galaxies haven't made me like that setting anymore than Primorder which does the same job in a few pages.
Third Place: Soul Tree by J. Larsen, Issue #28. It's the best monster yet. I hope this plant ends up in monster book for BtS-2.

Back in Rifter #1 The Wolfen New Roman Empire. I enjoy using them in my Europe game as another regional power.
That and the Rahuman article in Rifter #5 I beleive. A well thought out article that expanded that D-bee's race in Rifts and other games. I would enjoy a series of articles based on different D-bees from the conversion book and how they have adapted in Rifts.
