Here's a thought for the skilled labor types, espianage and technician. I can see various organizations having a list of possible hirelings as situations dictate, much like NFL coaching staffs keep a list of free agents to call in case of injury. The PCs took out your scientist somehow, you have a list of MIT grads in that area to recruit. This should apply to skilled fighter types as well. I remember seeing a Spiderman page where Spiderman recognizes one of the mooks he beats up as having formerly worked for another supervillain.

I can just see a want add in the “Hench’s and Wench’s” magazine (also known as the Villains want adds)...

"Need, big beefy guy to stand in front of door and dissuade caped do-gooders from entering. Must be able to count to twenty while wearing shoes."
*
"Need: Exotic beauty to play damsel in distress and plant false information on Commander Sentry. Martial arts training a plus, accent a must."
*
"Looking for group of hoodlums to vandalize nice neighborhood. Must be underage, no less then 15 members."
*
"Volcanic lair in need of security forces. Dental and vision insurance, full coverage. Pay is 2% of successful schemes, plus 25K every quarter. Please provide identification and references."
*
"Animal Trainer needed. Must be willing to work with/for inhumane abominations against nature. Strong stomach a must, bring your own body armour."
*
"Maintenance technician needed for underwater craft. Knowledge of nuclear reactors and next-generation modular submarine construction needed."
*
"Need team of assassins to remove meddlesome hero(s). Ninja' must enter through the front door like everyone else or risk being shot."
*
"Large number of goons and cargo movers needed. Big heist planned but short on hands. Little pay, large danger. Regrettably, all applicants must supply their own masks and gloves."
*
"Need: Computer hacker to access files on arch-nemesis computer. Big $$$, plus reward, contact Obsidian Reaver for more details."
*
"Need experienced paparazzi to follow hero and make their life miserable. No need for own equipment, will supply as needed."
You'd be suprised at what the G.M. will allow with a little blackmail and bribery...

Aye, not all mooks fight to the death*; and some, especially scientists and others who know when to duck can be expected to run away when you set off the big bombs in the middle of the complex.

* Goodness knows, there are some who do!

Who cares if they fight to the death? if they run that makes them even easier to pick off :)

I realized the party heavy hitters could reliably 1-hit kill them. I decided it was time to get more creative

On topic, there's a panel of Spider-man where he's about to beat up a mook... then recognizes him as having worked for several bad guys in the past.

Sorry, don't get double points for posting it twice. ;) That's a hell of an example, though, so you still get bonus points for the first one.

Hey, that post was two months ago. It might as well not even exist.
