Okay I hit my odd brainwaves...

I wondered what would happen if the NPC heroes or another great forces of good conquered for good reasons.

Would they be less restrained and would cause more problems than they solve?

Say the deposing of tyrants...then you have the violence of the after math when others try to fill the vacuum....

How would on have a conflict of good vs good play out in a PBE/PBP?

Make sure there's not going to be a vacuum when you take down the tyrant.

Good in Palladium leaves a lot of room to bad things that aren't evil.

Many people who do evil things don't think of themselves as evil, but rather as good. Terrorists are a good example of people like this. So you're not restricted to good versus good - there can still be good and evil to deal with.
