In the Phase world said once a race is space faring all the tech is equal.
It just das not wokr for me.
thers No Naruni enterpises so no race can jump in Advances.
In the 3 Galaxies the TGE and CCW are the most Advanced both have specific advantage and Weakness.
I Want to make a tech-gap between them and the Other Power blocs and Independents planets.
What types of powers systems and weapons do I need to limited them too?

It's not really that once a race become interstellar capable that they automatically become on par technologically with the rest of the Three Galaxies, it's that technology has stagnated in interstellar life. Look at Rifts Earth for example, before that fatefull day in 2098 the human race had mastered interplanetary travel and were on the verge of interstellar and even interdimensional travel. At this time human technology equalled that of what exists in the Three Galaxies with a few exceptions. These are basically starship design and power producing capabilities. If you want to limit cerain races you can basically give them inferior ships and power plants.
If you want an example of this, look at the new Star Trek movie. Nero's ship was a mining ship from the future and they were destoying several armada of starships. Once they were boarded they proved to be more or less equal in terms of technology and were soundly defeated by Kirk and Spock.

you basically have a situation where ahny race able to reach the stars, can very quickly purchase or steal the secrets needed to build the "standard" technology of the 3 galaxies, and rapidly adopt them. these technologies have been around for so long that it doesn't matter where your race developed, your pretty much garunteed to encounter at least one other race using it early on in your spaceflights.
think about it like in star trek. once a race developed FTl in trek, the federation moves in and offers to let them join the federation. in return they give them things like transporters and replicators, bringing thme up to the standards of the time. if they don't join, they usually ally, and get it anyway, join someone else and get their stuff, or get conquered by someone else, and get the tech that way.
you can play around with this quite a bit, if your willing to try, to create a more "babylon 5" setting with different levels of "advanced", but you have to actively work at it. looking at standard 3 galaxies technologies like CG drives, shields, and so on, if you want a race to be less advanced, you make their stuff less powerful for their bulk. ships with weaker guns, hulls, shields than a CCW or TGE ship of the same size. to reflect that as the understanding of technology improves, it tends to get more compact.
another way would be to pick up alien unlimited galaxy guide. using it's ship construction converted ot MDC, and sticking o its FTL scheme (where 1 factor is 1 times the speed of light*) would make for another sort of less advanced race. one which has all the armor and weapons strength of a normal 3 galaxies power, but doesn't have CG drive, instead having ot stick to slower FTL and different drive technologies.
*1 ly/h is roughly 8670 times the speed of light. so most AUGG ships are absurdly slow by the standards of the 3 galaxies. still good for representing races just starting out though, as it would limit them to fairly small galactic distances. a movie comparison would be : phase world is star wars, able to cross galaxies in days. AUGG is star trek, when the same trips can take a century.

There is some degree of "different advanced" in Phase World - you've got the Intruders, who manipulate solid energy, and the UWW whose technology is magic.
- If I never hear real world military buffs complaining about Rifts weapons technology again it'll be too soon
