For starters, they are a one-time use thing. You throw the net (or drop it on a zombie), and that's it. You're done. You have no more net with which to fend off the shamblers.

And why would you want to trap them in a net? Sure it will slow them down. But they are already slow as heck, and you can generally outrun them without trying. But all you've done is entangle them a little bit. Big deal.
And let's think about this for a moment: You have a group of zombies - say 10 of them. You throw or drop your net, and you catch 5 of them in it. Guess what? You still have 5 zombies to deal with. And now your weapon is gone.
Useless weapon. In my opinion. The only thing nets are good for are catching fish. And stupid PCs.
With such seriously limited thinking you shouldn't be calling any PC "stupid".
The only time a weapon is useless is when it is in useless hands.
Reminds me of a D&D game I was playing and the GM had a pair of hippogriphs attacking our party. Well I was just a lowly wizard (I feel like we were a 3-4lvl party)...but I had 'sleep' handy. Well don't you know, when you make a creature 50ft off the ground fall asleep crashing in to the ground can be quite deadly to it.
Inovation > firepower most days.
