Borg stats??
Ok so me and a player kinda differ on borg stats... in the book it says roll as normal but only roll 3 for your mental stats... i was like ok roll what the book says not your normal 8 (well 9 cause in the house roll i have them roll 9 then drop the lowest) he was like "what how come" i said "cause the book says so" thats about as far as my defense goes cause he made a good point saying what if i roll bad? i was like then your a dumb borg i guess? but then we got thinking on why wouldn't there be smart borgs for example: if i were to roll us a merk but say i wanted his niche to be he was a smart fighter not a strong fighter so i put my higher rolls to INT for the skills, ME to stand the stress of battle, and MA for leadership qualities and as the game went on(or back story went on) i decided i think the only thing holding be back is my physical lacking so i go borg... well from there i would in essence be a level 1 borg right?
anyways long story short do you think a borg should roll 3 stats like the book says on page 47 of RUE or all 8?

3, with a little understanding from the GM if one of those is so unusual that it dramtically alters the character.
Since in your game you allow to players to roll 9 sets and drop the lowest, I recommend you do the same. Allow the player to roll 4 sets and drop the lowest. Allowing a player to use your normal "roll 9" strategy for a full conversion borg is the same as saying "roll 9 times, and keep the top 3."
If he really wants to play a smart borg, that's cool. Let him just pick the appropriate number and skip rolling altogether.

makes sense, yes, and if the stats are that important to the concept, then it's probably not a big deal (in general, attributes are not nearly as big of a gamechanger as they are in some games).
but just as a general thing to hand out 9 rolls for 3 stats, assign as chosen? to me, that would be unfair to the rest of your players, who don't get to pick the top 1/3 of their rolls, even if they do get to put them in the areas that matter less to them; the mage who puts an 8 in PS will at least be affected by it sometimes, whereas the borg who puts an 8 in PS will never have to deal with it.

I agree with Mack have him roll 4 and drop the lowest.
In our game cyborgs keep track of and use their original stats, we call this the Cyborgs normal "cruising" Stats, sure a cyborg may have a 20 robotic strength but he isn't going to be using it all the time, so his normal everyday usage strength is the 15 he rolled originaly. he can "gear-up" to his max stats at will, but it takes a few seconds to do so.

I had my brother roll IQ, ME, MA, PE (Didn't see anything about PE so I take it as how maintained his parts are), PB (Just how good the condition of his suit is, Since his skeleton looks like a Heavy-Duty Mining and Engineering suit.)

Full conversion 'borgs don't get PE.

Roll all the stats so they can be noted down on the char sheet.
Then just use the mental stats for the FC borg.
The note being there for if he ever gets a chance to rebuild his body with cloned parts. (japan & PW)

also what about the fact that the rules have you roll stats at step one and pick a ooc at step five... so if i were rolling and saw that i only had 3 good rolls out of 8 i would be thinking borg to

I've never seen anyone actually take that approach. I'm willing to bet that the vast majority of players have an OCC in mind before they ever touch the dice.

You're quite right - people usually do have an OCC in-mind, but I do happen to take this approach (roll the full set, then pick your OCC). Even if I already know what I'm playing. If I happen to roll a good PP though (22+), I have switched thoughts on what I am going to play.
Did that with the last character I rolled up actually - went from "I'ma play a 'borg" to "man, that PP would make an awesome sniper/specialist with sharp-shooting".

I would tell a player to go ahead and roll for all 8 scores. Maybe this could give some insight into what his character was like before his change into a borg. If as a human he had several high physical attributes (high teens into 20s), why did he choose to become a borg? Was he Injured beyond healing? Was he enslaved and transformed against his will?
