I am sure you can get it, just not direct from PB.
But yeah a good question, one of my PBP players lives in Europe and he has the TSC and Macross books.

Re: Why cant I buy Robotech®: The Masters Saga Sourcebook?
I live in the UK so i had the exact same problems trying to get hold of the books. I found 2 solutions.
1. Ebay. There are plenty of sellers offering the new and old books on here. Just be prepared to pay through the nose for the delivery costs. International delivery from the USA is not cheap.
2. Amazon.com. Also plenty of independent sellers on this site offering the RPG and soucebooks. You'll have to go through the checkout multiple times though to find sellers willing to post to Europe. When i tried to order a copy of Masters Saga through Amazon about 3 quarters of the sellers wouldn't post to Europe.
Heres hoping that an International distribution deal is sorted out soon. I would really like to be able to go to my LGS and pick these books up. Especially the Deluxe rule book.

Has to do with the licensing rights agreed upon between Harmony Gold and Palladium Books. I believe that Palladium can only market and sell the Robotech RPG within the USA, perhaps Canada as well.

It would be prety jacked up if you can order the RPG books through HG but not PB if you live in Europe. Might be possible tho. The RT.com store lists a large number of counties you can ship too. Only way to be sure tho is to try and place an order.
