It is not uncommon for characters to be skill heavy, especially if you are swapping Martial Arts Powers for Skill Programs. I am of the opinion that the multitude of skills are necessary to adequately represent the extensive training required for characters to handle many different situations in which they may find themselves.

Regarding languages for your sons character, he should have a native language, language learned during the course of his martial arts study, 4 from traveling parents and 4 from the language program equaling a total of 10 languages. This creates a character capable of blending into many environments particularly if he chooses universal languages like English, French, Spanish, Arabic, etc... and appropriately depicts someone who has hoped around the globe from war to war. This may seem far fetched but I know someone in the Army who over the course of 14 years speaks English, German, Japanese, French, Pushtu, and Farsi with varying degrees of fluency. That's 7 languages without the traveling parents.
