The way it is writing in the 2nd printing of RUE it's #1 as per normal math formula writing rules.

Is doing the math for a TW device and the diference between #1 and #2 is 210 hours

It's method #1.
It's a proper equation: if in order you do the P.P.E. construction cost divided by ten and then do the multiplication. The example in the book shows it.

well they are both proper equations as written but number one is the one you need.

IIRC you don't even need the parenthesis (sp?) for the first equation you can just write as ppe cost / 10 x primary spell game carats since you always do division before multiplication unless parenthesis are in place. The whole BEDMAS thing and all
