Greetings and Salutations. Well, it doesn't just say Expert or Martial Arts, it says "typically" before that. Sounds more like a recommendation than anything. Just like in PF (I'm not sure about Rifts) there is the category: "Favorite Weapons." Is a race bound to those restrictions? No. But are those the weapons the race favors? Yes. Same here. It's a favored type of hand to hand style, not a freebie. I hadn't bothered answering earlier since you pretty much said you only wanted an official Palladium staffer to answer (which isn't likely going to happen since they don't view these boards often). Greetings and Salutations. Woke up this morning with this question oddly on my mind, and a book source to help check one way or the other. So first thing I did was get out of bed and check. The Atlantean Nomad O.C.C. (right after the True Atlantean R.C.C.) is a class designed specifically for True Atlanteans. It has Hand to Hand: Basic as its standard fighting style. This would make no sense if all Atlanteans had Expert or Martial Arts for free. Just throwing the information out there. Thank you for your time and patience, please have a nice day. The reference is only an example, hence the use of the word 'typical'. Basically it's determined by the OCC and the entry points that they would probably pick Expert or Martial Arts if available.
