While I can see people submitting to slavery to a person with resouces and skills to support them if the don't have either and such in this setting I think it would be rare...and it would 'cost' as much food and resouce as you need to support them.
As to rather or not a PC could have them that is up to the GM( if he wants it as a NPC) or maybe a fellow PC( if the Player agree to that as a backstory).

i like the npc idea . but if you only feed them scraps ? or what about a ghost walker .

Well that is the thing with slaves you do have to take care of them or they will die. What do you want with a slave just curious?

Well the only way I can see people getting enslaved is that your PC must be stronger then them so you can cower them. It also mean you would have to be able to protect them so they don't become zombie food. It would be more of a feudel system type relationship then actualy slavery. As they provide food and are subservient to you only has long as you can demostrate the ability to protect them from the zombies.

Yes it is always to keep around a guy who is slow...remember the old saying which is probably the best survivalist tip ever. You don't have to out run the bear...you just have to outrun your friend. If he is faster than you shoot him in the leg.

You don't even necessarily have to outrun your buddy. You just have to make sure that you don't look as tasty as he does.
So you're saying I should replace his shampoo with thousand island dressing?
