The Errata you found gives rules for a new OCC, but there is nothing anywhere about chaning MOS within a single OCC, unfortunately.

I would go with the HU (or BTS1) education formate figure out how long (in game) it would take for the char to learn the skills and then he would have to be out of the game for that long (in game) for him to acquire the new skills. noting on the char sheet how the noted skills were learned.
If you mean the Aboriginal Skill Blending from the Australia book, nope. Use impersonation to blend into the crowd.

If you talk it over with the rest of your group, you all might spend some tiem 'back in school' during the same game time, so at the end, you could just skip over that time in IRL.

The "Changing to Bionic Class" text that covers the aspects of the class changing rules as they pertain to the change to a bionic class. There are also some specialized rules for when Juicers and MOMs convert to a bionic class, as well as reprints of what happens to mages and psi's if they get bionics. Which are not the published changing class rules in the High Seas book.
They would not apply to the question unless MadMan was changing to a bionic agent. The only bionic agent class in the PB system is in N&S.
There are not any rules for adding a MOS to a char that normally doesn't get any.

If you are thinking of the skills that say something like "Take again for professional quality, and +5%" then that only applies to those skills.
So unless you are talking about 'optional rules', its just the base skill %.

The N&S sports skill can be take multiple times because each time would be a different sport.
Sort of how you take the Language skill multiple times to get multiple languages.
Same thing with the Art skill, to have more then one type of art you have to take it multiple times. (drawing, sculpting, painting, etc....)
