I'm having a senior moment...I seem to remember their being rules for penalties if a character looses a limb...no cybernetics/bionics are an option. But I don't remember specifically. Anyone have a clue?

bionics sb, p. 29 deals with having bionic replacements for hands, and imposes a -15% penalty to skills requiring touch and dexterity.
bionics sb p. 94 deals with not having a hand at all, and imposes a -15% to skills requiring a hand if one is missing, and -80% if two hands are missing

Maybe. That is useful. I actually should have said, missing a leg.
I was running a convention game set in the Dark Ages between Chaos Earth and Rifts, and I didn't want cybernetics to be an option at all, and I was looking to balance a high-level pc to have great skill % for some things, but to be handicapped in some other game mechanic, so I thought he could be missing a leg, so that it would balance him out.

Thanks for the replies, everyone. Ended up having to cancel the convention appearance anyway. The transmission on my van died, and it became logistically impossible for me to be out of town at the time.
