Spatial Mage: Applied EFfect Manipulation

The Spatial Mage spell Applied Effect Manipulation seems to be drastically overpowered, especially for it's low level and PPE cost. I know the Rifter material is optional, but the class is popular with my players and myself. Any chance you could 'officially' re-write this spell to make it more manageable? Like say, reducing the effect to 5% per level and upping the spell level and cost?
Also, it is mentioned that spatial mages have a no-cost dimensional teleport (self only) of their own but a percentage is not given. Is it level based like a skill and what is the base percentage?

1.) that the point of most mage's is to be broken or they wouldn't be worth playing with all their problems. Most mages spells are just impervious to the fact that you have to be at least 4 level makes it balanced.

2.) I believe that was errata out. I remember the author saying he though about giving them the ability to do it and removing it and never changed the favor text.
