Ok in HtH I have been running it where if you roll a 4 or less you miss. A 1 is a horrable miss with bad side effects. Then if you roll better than 4 you get to add bonuses.
Am I doing this right?
Should it be always with bonuses and a 1 is the only real total miss?

Bonus's always apply. 1 is the only garenteed miss.

I've been playing Rifts for 10+ years and my group has always used 1-4 as a miss, 1 being a crit failure, 5 - 12 main body, 13+ called shot's hit. Bonuses are then added after the roll.
It's a reasonably common houserule, but not actually supported by the RAW (Rules as written)

The problem I have with my group is the ALWAYS put the best attribute in PP so then they skill up to boost it even more so then they have crazy bonuses to strike. So I have had to use the 4 and less on a roll as a miss to try and straight out the power curve.

As I said: it's a legimate houserule, however the question was to clarify what the actual rule was. Rather or not it always worked well is fodder for another thread
