Jester, you seem to be talking about buying a SCROLL.. I think the original question was about buying the actual SPELL, where the caster adds it to his knowledge...

As for buying spells at character creation, as long as the char as the cash, I've always allowed it. Simply because (especially in rifts), spellcasters need a reason to stay SPELLCASTER, and not start just grabbing firearms (which do more damage).

As for being in the magic zone, I'd knock off about 10-20% from standard cost, because there's more access and competition...

i would allow it and you should speak to your GM about your enjoyment of the game. He wont take offence just explain that gaining new spells is kinda the driving force behind levelling a LLW and level 1 spells in magic zone would be available most towns for a price.
