For some reason I though their was some rules about being about to spell cast without hand gestures or speaking. I thought it was in Coalition Navy but did not see it. (Though the main purpose was to be able to cast spells underwater where you can't speak and hand gestures would be hard).
Anyone have any ideas.

The power says explicitly that bio-manipulation stops all spellcasting, and RUE was printed well after Rifts Underseas, therefore it is easially concluded that Bio-Manip stops spellcasting and this cannot get around it.

There are also (optional) sossurus proficiencies that let a mage cast magic with out talking.
