It all depends on what caused the outbreak. Was the outbreak magical, viral, alien, divine? We have to define what caused the outbreak (if a cause is even known) before we can begin to determine if a cure could/would/may be available.

No, because the Zombie doesn't "infect" the victim, but rather kills them brutally, and then devours their PPE, and then the victim rises as a Zombie. If there were a "cure" it would simply turn the Zombies into the dead bodies they should have been. So you're not looking for a "cure" as much as you are looking for a weapon of Mass-Zombie-Destruction.

At least in the context of DR.
In a classic zombie tale, maybe.
I'd consider the DR zombies as magical, at least if you were to introduce or say that magic existed in DR. So I'd argue if you could develop a magical cure for it, if the person was only recently turned, you could attempt to cure them and then resurrect them. However, only if it was within the time limits of whatever resurection spell had (most are within minutes or a few hours of death).
I'd also argue you could attempt to resurrect someone who has been killed by a zombie, but before they rise as one (you have a couple of minutes, no pressure now).

PS I personally run DR with no magic and no psionics, though I've been considering introducing and allowing psionics on a limited level with latent psionics, etc and some people eventually being able to develop a control over their psionic powers.

I would just like to point out that the manner in which a Zombie kills its prey is with teeth, claws, and brute strength. Add to that the possibility of infection from any of these attacks, and the person that you are trying to "cure" will likely be in a pretty miserable state when they return to the land of the living (broken bones, missing organs, gaping wounds, infected tissue, etc.). They may not be as appreciative as you think.

Hence the cure, basically turning them in to a dead person, and then a resurection to bring them back to life. Probably want some good healing spells and or restoration spell to follow all of that.
