Do you use Proficiencies and limitations in Palladium fantasy and BtS,s games?

I have little experience with them, however, when I GM , I only have the Proficiency cost a Secondary Skill when the Proficiency is CHOSEN instead of randomly rolled. If it IS rolled (both Profieciency + Weakness), then I give them without costing a Skill.
My reasoning is simple: If you have to PAY for it, you should be allowed to CHOOSE it. If you want it for free, roll the dice and take your chances!

There are some more SP's and SL's in one of the rifters. In the teens or low 20's I think.
